10 		A RESOLUTION CONCERNING

20 		AN AMENDMENT TO THE STANDING RULES OF ORDER

30 		OF THE MARYLAND STUDENT LEGISLATURE



40 	FOR the purpose of amending the Standing Rules of Order



50 	BY repealing, and reenacting, with amendments

60 		¤28



70   	WHEREAS:  	Increasing numbers of bills are coming before the General Assembly each year;

80			and,



90	WHEREAS:  	It is clearly demonstrable through the unending usage of the suspension of rules  

100			that debate can occur with one half of the currently allotted time; and,



110	WHEREAS:	The time spent debating the suspension of rules can be put to greater use in 

120			actual debate upon the floor.



130	SECTION 1. BE IT ENACTED BY THE MARYLAND STUDENT

140			LEGISLATURE: that the Standing Rules of Order of the Maryland Student 

150			Legislature read as follows:



160	¤28. Consideration



170 	(a) Consideration of aN ACT bill or Resolution is limited to one-HALF hour in length not

180    	including any recess of the General Assembly, equally divided in open debate.



190 	(d) Consideration of any amendment to aN ACT bill or Resolution is limited to TEN twenty

200   	minutes equally divided in open debate.



210	SECTION 2. AND BE IT FURTHER ENACTED, that this shall take effect

220 		July 1, 2000

240 			Incoming Lt. Governor, Maryland Student Legislature

250 			Incoming Speaker of the Assembly, Maryland Student Legislature
