10	A RESOLUTION CONCERNING THE ALLOWANCE OF CIGARETTE SMOKING IN BARS



20	WHEREAS:		Montgomery County has enacted a law that bans cigarette smoking in

30      			establishments with a liquor license; and,



40	WHEREAS:		Bars have a leisurely, social atmosphere and smoking is an integral part of that

50             		atmosphere; and,



60	WHEREAS:		Bars not in Montgomery County have the option to allow or disallow smoking,

70                 	therefore allowing consumer demand to dictate whether cigarette smoking

80           		shall be regulated; and,



90	WHEREAS:		Cigarette smoking in bars would greatly hinder the bar business; and,



100	WHEREAS:		It has never been proven that second hand smoke inhaled at the limited 

110 			capacity from the time spent in bars causes cancer.



120	THEREFORE BE IT RESOLVED:	That the Maryland Student Legislature strongly urges the

130			Maryland General Assembly not to enact any state-wide legislation limiting

140			patrons ability to smoke in establishment with a liquor license.
