10 		A RESOLUTION CONCERNING THE LIMITING OF 

20                         ATM SURCHARGES



30	WHEREAS:	ATM machines have evolved from a privilege to an absolute

40 		necessity by most Americans, and;



50	WHEREAS: 	The only way to avoid a surcharge is by using your own bank; and,



60	WHEREAS:	More times than not it is inconvenient for an individual to use an

70 		ATM from their own bank since there are only so many, in so

80 		many select places; and,



90	WHEREAS:	ATM surcharges are deceptive because in most circumstances,

100 		the individual is charged twice without realizing it.  Once for using

110 		another bank's machine, and once for the "network use"; and,



120	WHEREAS:	This double charge forces an individual to have to pay $3.00, or 

130 		15%, on receiving a $20 bill, when the charges are $1.50.



140	THEREFORE BE IT RESOLVED:	That the United States Congress enact

150 		legislation that limits all ATM surcharges, bank or independently

160 		owned, to a singular flat, all-encompassing rate of 50 cents per use

170  		in order to protect its citizens from having to pay excessive

180 		amounts of money just to access and use cash; and,



190	BE IT FURTHER RESOLVED:	That United States Congress allows for the

200		50 cent charge to be reviewed after five years to determine if an

210 		increase or decrease is needed, and that the charge is reviewed 

220		every five years thereafter.
