10 		    A RESOLUTION CONCERNING RAISING THE SPEED LIMIT

20                      ON THE BALTIMORE-WASHINGTON I-95 CORRIDOR 



30	WHEREAS:	Currently, the crime of exceeding the posted speed limit is                                                                                    40                                	arbitrarily and unfairly enforced according to factors such as race, 

50		gender, style of automobile and personal appearance based; and,



60  	WHEREAS: 	Raising the speed limit has not been shown to significantly

70		increase the frequency of accidents on major highways; and,



80  	WHEREAS: 	Most motorists disregard the posted speed limit and instead travel 

90            	safely at a speed which is above the posted speed limit; and,



100 	WHEREAS: 	The posted speed limit does not reflect the maximum speed at 

110 		which a motorist can safely travel, nor does not it reflect the 

120 		maximum speed for which the highway was designed; and,



130  	WHEREAS:	The I-95 corridor between I-695 and I-495 is a highway that lacks 

140      		significant turns, and was built for vehicles to travel safely at 

150		speeds above its current posted speed limit of 65 miles per hour.



160 	THEREFORE BE IT RESOLVED:  That the posted speed limit on I-95

170 		between I-695 and I-495 be raised to 80 miles per hour; and,



180	BE IT FURTHER RESOLVED: That funds be allocated to the Maryland State 

190		Police for the purpose of executing strict and comprehensive 

200 		enforcement of any vehicle travelling over 80 miles per hour on I-

210           	95 between I-695 and I-495.
