10 A RESOLUTION CONCERNING
20 ACCESS TO THE MARYLAND ANNOTATED CODE
30 WHEREAS: There has been a rapid increase in the number of computer and
40 especially Internet users; and,
50 WHEREAS: The availability of information via the Internet is becoming a
60 vast compendium of researchable knowledge; and,
70 WHEREAS: The citizens of Maryland have a right to know the rules, laws and
80 regulations of their own state; and,
90 WHEREAS: The current process of disseminating the Maryland Annotated
100 Code is costly, inconvenient, and restrictive; and,
110 WHEREAS: The purpose of making laws within the state is to ensure that the
120 citizens of Maryland follow those laws.
130 THEREFORE BE IT RESOLVED: That the Maryland Student Legislature
140 strongly urge the Maryland General Assembly to enact legislation that will
150 bring about the creation of a website that contains all current rules, laws,
160 and regulations; and,
170 BE IT FURTHER RESOLVED: That this website allows for individuals
180 to search for a word, phrase, or string of words within the Maryland
190 Annotated Code using Boolean logic; and,
200 BE IT FURTHER RESOLVED: That this website allows for individuals
210 to search the Maryland Annotated Code by article, and section; and,
220 BE IT FURTHER RESOLVED: That the website devoted to the
230 Maryland Annotated Code be codified and available on the Internet
240 by the adjournment sine die of the General Assembly 2001; and,
250 BE IT FURTHER RESOLVED: That the website devoted to the
260 Maryland Annotated Code be updated as needed, at least once
270 per year; and,
280 BE IT FURTHER RESOLVED: That the website devoted to the
290 Maryland Annotated Code be available free of charges.
