10 RESOLUTION CONCERNING THE COMPREHENSIVE 20 TEST BAN TREATY 30 WHEREAS: The Comprehensive Test Ban Treaty was considered to be the 40 biggest arms pact since the Treaty of Versailles; and, 50 WHEREAS: The Treaty was designed to "stop all nuclear tests by countries that 60 sign" and "set up procedures for monitoring compliance and 70 imposing sanctions on violators;" and, 80 WHEREAS: The United States Senate recently rejected the Treaty in a 51-48 90 vote; and, 100 WHEREAS: Only four Senate Republicans, all moderates, voted in favor of the 110 Treaty; and, 120 WHEREAS: Only the Senate Majority Leader can bring the Treaty up again; and, 130 WHEREAS: Countries such as Russia and China will most likely not sign this 140 Treaty until the United States goes so. 150 THEREFORE BE IT RESOLVED: That the Maryland Student Legislature 160 formally condemns the United State Senate for their partisan 170 actions; and, 180 BE IT FURTHER RESOLVED: That the Maryland Student Legislature urges the 190 Senate Majority Leader to readdress the Comprehensive Test Ban 200 Treaty, or an acceptable version of the Treaty, for a more bipartisan 210 debate and vote before the next Presidential election. 220 MANDATES: President Bill Clinton 230 Senate Majority Leader Trent Lott 240 Senate Minority Leader Thomas Daschle Corey L.
