10                   A RESOLUTION COMMENDING THE US SENATE FOR NOT 

20                    RATIFYING THE NUCLEAR TEST BAN TREATY AS IS



30	WHEREAS:	The United States Senate exercised its Constitutional right and did

40			not ratify the Nuclear Test Ban Treaty; and,



50	WHEREAS:	The US Senate was not forced into ratifying the treaty by the 

60			pressure put on them by President William Clinton; and,

	

70	WHEREAS:	The Senate listened to the advice of many current non-office 

80			holders like Henry Kissenger; and,



100	WHEREAS:	Many top officials and experts in the Nuclear Weapons division of 

110			the Government are against the treaty; and,



120	WHEREAS:	The treaty does not offer a viable way to be enforced; and,



130	WHEREAS:	The treaty could tie the hands of the US military in the years to 

140			come; and,



150	WHEREAS:	The Treaty can be looked at closely in the future and amendment 

160			made to make the treaty acceptable to the people of the United 

170			States.



180	THEREFORE BE IT RESOLVED:	That the Maryland Student Legislator 

190			commends the US Senate for not ratifying the Nuclear Test Ban 

200			Treaty as is.
