10			   A RESOLUTION CONDEMNING

20 		THE UNITED STATES ARMED FORCES AND THE CLINTON 

30	    ADMINISTRATION FOR THEIR CORDIAL RELATIONSHIP TO THE ARMED 

40  		   FORCES OF THE PEOPLEāS REPUBLIC OF CHINA 



50	WHEREAS:	The Clinton Administration has advocated friendlier relations with 

60 			the Peopleās Republic of China; and,



70	WHEREAS:	The Clinton Administration has been accused of leaking U.S. 

80 			nuclear secrets to China; and,



90	WHEREAS:	Under an agreement with China, the Clinton Administration agreed 

100			to sell advanced radar systems and mobile navigation equipment, 

110 			and to provide military training to the Chinese Peopleās Liberation 

120			Army Air Force (PLAAF); and,



130	WHEREAS:	PLAAF Deputy Chief of Staff General Xu Xinde met with U.S Air 

140 			Force General Michael Kudlacz and Marine Major General 

150			Wallace Gregson at the Pentagon for the purposes of discussing 

160	      		tenants of the agreement made with the Clinton Administration; 

170	           	and,



180	WHEREAS:	Officers of the PLAAF were allowed to tour Dover Air Force Base 

190          		on July 22, 1998 and Pensacola Naval Air Station on July 24,1998;  

200			and,



210	WHEREAS:	Officers of the PLAAF Air War College were also allowed to 

220 			operate and observe radar planes, air tankers, transports, F-16 

230 			Falcons and F-15 Eagles as part of U.S. Air Force attack and 

240			defense exercises held in Alaska; and,



250	WHEREAS:	The briefings and information received by the PLAAF officers 

260               	have allowed them to have an inside view of U.S. Air operations; 

270			and,



280	WHEREAS:	The Clinton Administration has allowed U.S. nuclear secrets to be 

290			delivered to the Chinese armed forces; and,



300	WHEREAS:	This information could potentially be used against the forces of the 

310			United States if a state of war were to exist between the United 

320			States and the Peopleās Republic of China; and,



330	WHEREAS:	The Peopleās Republic of China, despite improved relations in 

340             	recent years, is a belligerent nation that has openly threatened war 

350			against the United States her people; and,



360	WHEREAS:	Divulging such information to a potentially belligerent nation 

370			violates our national security; and,



380	WHEREAS:	The giving of state and military secrets to officers of another 

390			nationās military constitutes grounds for treason.



400 	THEREFORE BE IT RESOLVED: That the Maryland Student Legislature 

410			vehemently condemns the Clinton Administration for its policy of 

420			sharing sensitive U.S. military operations and technology as well 

430			as nuclear secrets with officers of the armed forces of the Peopleās 

440			Republic of China; and,



450 	BE IT FURTHER RESOLVED: The Maryland Student legislature urges that 

460			President William Jefferson Clinton, Air Force General Michael 

470			Kudlacz and Marine Corps Major General Wallace Gregson be 

480			indicted for the crime of treason.
