10 A RESOLUTION AGAINST 20 PARTIAL-BIRTH ABORTION 30 WHEREAS: The specific process of a Partial-Birth Abortion aborts babies from 40 four and a half months into the pregnancy and up; and, 50 WHEREAS: The specific abortion procedure consists of partially delivering the 60 baby feet first using forceps so that all but the head is outside the 70 motherâs womb; and, 80 WHEREAS: The abortionist then kills the baby by stabbing surgical scissors 90 into the base of its skull and then opening them to enlarge a hole; 100 and, 110 WHEREAS: The dead babyâs brain matter is then suctioned out through a 120 small tube, thus completing the partial-birth abortion process; 130 and, 140 WHEREAS: The Partial-Birth Abortion procedure is excessively cruel and 150 inflicts severe pain on the baby; and, 160 WHEREAS: According to the Alan Guttmacher Institute, the research arm of 170 Planned Parenthood, approximately 13,000 reported abortions 180 occur every year after the baby is four and a half months into 190 the term; and, 200 WHEREAS: An undisclosed number of these abortions were executed with the 210 Partial-Birth process; and, 220 WHEREAS: The first Partial-Birth Abortion Act was passed in both 230 houses but vetoed by President Bill Clinton; and, 240 WHEREAS: The Senate fell only three votes short to override the presidential 250 veto; and, 260 WHEREAS: President Clinton has vetoed the second Partial-Birth Abortion 270 Act. 280 THEREFORE BE IT RESOLVED: That the Maryland Student Legislature 290 urges the Senate to vote in favor of the Partial-Birth Abortion 300 Act in order to override the presidential veto. 310 MANDATES: US Majority Leader Trent Lott 320 US Minority Leader Thomas A.
