70			motherâs womb; and,

80	WHEREAS:	The abortionist then kills the baby by stabbing surgical scissors

90    			into the base of its skull and then opening them to enlarge a hole;

130			and,

140	WHEREAS:	The Partial-Birth Abortion procedure is excessively cruel and

150 inflicts severe pain on the baby; and,

160	WHEREAS:	According to the Alan Guttmacher Institute, the research arm of

170 Planned Parenthood, approximately 13,000 reported abortions

180 occur every year after the baby is four and a half months into

190   			the term; and,

200	WHEREAS:	An undisclosed number of these abortions were executed with the

210			Partial-Birth process; and,

220	WHEREAS:	The first Partial-Birth Abortion Act was passed in both
