10 A RESOLUTION CONCERNING 20 PARTIAL BIRTH ABORTIONS 30 WHEREAS: The abortionist delivers the babyâs entire body, except 40 for the head, which remains inside the birth canal; and, 50 WHEREAS: The abortionist stabs scissors into the base of the babyâs 60 skull; and, 70 WHEREAS: A suction catheter is then inserted to suck out the brains; 80 and, 90 WHEREAS: Most of the fetuses aborted this way are alive until the end 100 of this procedure: and, 110 WHEREAS: This method is not uncommon: and, 120 WHEREAS: Approximately eighty percent of the babies are normal: and, 130 WHEREAS: This method is performed as late as the ninth month; and, 140 WHEREAS: The resolution HR 1833IH, "Partial-Birth Abortion 150 Ban of 1995," was passed in both the House of 160 Representatives and the Senate, but was vetoed by 170 President Bill Clinton; and, 180 WHEREAS: The resolution HR 1122, "Partial-Birth Abortion 190 Ban of 1997," was also passed in both the House of 200 Representatives and the Senate, but was vetoed by 210 President Bill Clinton; and, 220 WHEREAS: Laws to ban this late-term abortion procedure have been 230 passed in at least twenty-three states. 240 THEREFORE BE IT RESOLVED: That the Maryland Student Legislature hereby 250 strongly urges our legislators to pass legislation that 260 prohibits partial birth abortions except in cases that: 270 (1.) the partial birth abortion is necessary to save 280 the life of the mother upon whom it is performed, 290 and, 300 (2.) no other form of abortion would suffice for that 310 purpose. 320 MANDATES: Governor Parris N.
