10 A RESOLUTION CONCERNING

20 THE EXPANSION OF RIGHTS FOR THE INCLUSION OF ILLEGAL

30 WORKERS BY THE EQUAL EMPLOYMENT OPPORTUNITY

40 COMMISSION

50	WHEREAS:	The basic foundations of polity are inclusive that for society to

60 advance and succeed, all citizens must subscribe to said polity and

70			prescribe to standards of mutual contribution and establishment;

80 and,

90	WHEREAS:	Non-citizens who participate in the rewards of the polity but

100 without the contributions and sacrifices that the citizens bear the

110 burden of are proven to not hold the tenants of said society in

120 equal esteem; and,

130	WHEREAS:	Those who have no understanding of or respect for the laws of a

140			polity are nothing but a detriment to the stability of said polity;

150 and,

160	WHEREAS:	To allow a non-citizen to disregard the established laws of a polity

170 and to profit from that disregard is a sever injustice and violation

180 of the trust given by each citizen of the polity who must bear the

190 burdens of citizenship in order to reap profit from said polity; and,

200	WHEREAS:	The cost of the rewards reaped by non-citizens who disregard the

210 laws of the polity and collect these rewards illegally is a direct

220 theft of influence and justice from the polity in its entirety as a

230 social-contract entity and of each individual citizen; and,

240	WHEREAS:	Injuries incurred by law-breakers while in the act of law-breaking

250 cannot be allowed to be remunerable and reparable, such as the

260 instance where a burglar is injured while in the house in which he

270 is both trespassing and intent on committing his crime; and,

280	WHEREAS:	Remuneration of injury incurred while in the direct action of

290 committing a crime is a threat to the substance, security, peace of

300 mind, and justice of any society of law-abiding citizens; and,

310	WHEREAS:	In October of this year, Equal Employment Opportunity

320 Commission (herein EEOC) Chairwoman Ida L. Castro announced

330 the expansion of EEOC regulations and protections to

340 undocumented illegal workers; and,

350	WHEREAS: This expansion will result in illegal workers receiving backpay,

360 damages, attorneyâs fees and even reinstatement to their jobs

370 regardless of the fact that they were in the act of committing the

380 crime of working illegally; and,

390	WHEREAS:	The reinstatement of illegal workers to their jobs would make the

400 federal government a party to the federal crime of employing

410 undocumented workers; and,

420	WHEREAS:	A regulation which does not hold the weight of law cannot

430 supercede a law; and,

440	WHEREAS:	A regulation which would force the federal government to break a

450 federal law is ludicrous in nature and ignorant in intent; and,

460	WHEREAS:	A regulation which would cause a violation of federal law and

470 which would also grant safe harbor for a criminal act for which

480 profit may be reaped at the expense of the polity to which the

490 criminal has no allegiance and from which services are taken is an

500 open direct attack on the foundations of said polity and a

510 pummeling of the principles of the social contract.

520	THEREFORE BE IT RESOLVED: That the Maryland Student Legislature

530 condemns the expansion of EEOC protections to undocumented

540 workers citing the clear fact that injuries incurred through

550 improper employment practices cannot be remunerated due to the

560 fact that said injuries occurred while in the act of committing a

570 federal crime; and,

580	BE IT FURTHER RESOLVED: That the Maryland Student

590 Legislature believes that the attempt to create a bulwark for the

600 commission of federal crimes does not serve a public interest or

610 the common good; and,

620 BE IT FURTEHR RESOLVED: That the Maryland Student

630 Legislature believes that the establishment of these protections is a

640 disservice to the interests and rights of every citizen of our polity,

650 the United States of America.

660	MANDATES:	President William Clinton, United States of America

670 Chairwoman Ida L. Castro, Equal Employment Opportunity

680 Commission

690 Representative Dan Burton, Chairman, House Committee on

700 Government Reform and Oversight
