10 AN ACT CONCERNING 20 An Addition to Betting, Wagering or Gambling; pools on horses, etc. 30 FOR the purpose of creating an addition concerning the role of on-line, or Internet 40 gambling within the state of Maryland; defining the technological terms; and 50 generally explaining the necessity for additions to the discussion of what is 60 included within the predetermined definition of gambling and or gaming, to mean 70 illegal betting. 80 BY adding to 90 Article-Crime & Punishment 100 Section 240 110 Annotated Code of Maryland 120 (1993 Replacement Volume and 1994 Supplement) 130 Preamble 140 WHEREAS, Technological changes impact the venue of illegal gambling 150 behaviors creating problems of untracked lawbreaking, probably game 160 throwing on the collegiate level, and excessive financial turmoil; thus, 170 these illegal acts should be defined to further enact higher quantities of 180 prosecution for offenders; and the pertinent, fast-moving changes 190 represented through technology should be addressed within the Annotated 200 Code. 210 SECTION 1. BE IT ENACTED BY THE MARYLAND STUDENT 220 LEGISLATURE: 230 Article-Crime & Punishment 240 ¤ 240. Betting, Wagering or Gambling; Pools on Horses, etc. 250 It shall not be lawful for any person or persons, or association of persons, 260 or any corporation, or ANY CYBERSPACE GAMBLING OR GAMING 270 BUSINESS ESTABLISHED within the State of Maryland, to bet, wager, 280 or gamble in any manner, or by any means, INCLUDING 290 PARTICIPATING IN ANY GAMBLING OR GAMING VIA ANY 300 COMPUTER MEDIUM,... 310 SECTION 2.
