10 A RESOLUTION CONCERNING
20 THE LIFE OF CHARLES NG

30	WHEREAS:	Legal Council for Charles Ng are currently attempting to spare his
40 life from capital punishment by explaining his hard upbringing as a
50 child; and,

60	WHEREAS:	Charles Ng was convicted on February 4, 1999 of torturing and
70 killing eleven people including 3 women and two infant boys; and,

80	WHEREAS:	Charles Ng kidnapped, beat, bound, and performed sadistic acts
90 upon his victims; and,

100	WHEREAS:	Charles Ng prolonged the deaths of his victims to cause
110 excruciating agony and pain; and,

120	WHEREAS:	The upbringings of the victims were not taken into consideration
130 when Charles Ng decided whether or not to kill them; and,

140	WHEREAS:	The nature of the crimes were serial and beyond words of
150 description for the purpose of understanding their nature and
160 inhumane qualifications; and,

170	WHEREAS:	These crimes are a diabolical affront to human nature, moral
180 goodness, and the social contract entered into by all members of a
190 society; and,

200	WHEREAS:	The qualification of a poor upbringing cannot possibly account for
210			and make right any crime so obtuse and diabolical as in this case;
220 and,

230	WHEREAS:	It is an affront to society to have to ponder the question of whether
240 so horrific a creature should be spared from death; and,

250	WHEREAS:	It is clear from the nature and effect of these crimes that it is not
260 unreasonable to assume that Ng would try to torture again even in
270 prison; and,

280	WHEREAS:	It is clear that so long as Ng is alive there is a danger to those
290 around him; and,

300	WHEREAS:	The value of the life of such a diabolical creature cannot possibly
310 outweigh the life of another human being; and,

320	WHEREAS:	It is a dangerous trend to allow such a diabolical murderer to
330 			receive any leniency simply because they grew up with hardships;
340 and,

350	WHEREAS:	Several of Ngās victims grew up with hardships but overcame
360 them; and,

370	WHEREAS:	Many members of our society have overcome hardships and
380 adversity to make valuable contributions to society; and,

390	WHEREAS:	By the commitment of such crimes against society, Ng has
400 removed himself from said society and clearly stated that he will
410 not abide by our laws; and,

420	WHEREAS:	By removing oneās self from society in such a manner it is clear
430 that society must protect its members first; and

440	WHEREAS:	Ng will always present a danger to members of society while he
450 lives.

460	THEREFORE BE IT RESOLVED:	That the Maryland Student Legislature
470 strongly condemns the crimes against humanity which Charles Ng
480 has committed; and,

490	BE IT FURTHER RESOLVED: That the Maryland Student Legislature does
500 not recognize Charles Ng as having any value to, or membership
510 in, society; and,

520	BE IT FURTHER RESOLVED:	That the Maryland Student Legislature
530 discounts and finds invalid the claim that Ng was not responsible
540 for his own actions due to his severe upbringing; and,

550	BE IT FURTHER RESOLVED: That the Maryland Student Legislature
560 supports the execution of Charles Ng for crimes against his
570 victims, for crimes against the state of California, and for crimes
580 against humanity as a whole.
