R021-9899 10 A RESOLUTION CONDEMNING THE UNITED STATES CONGRESS FOR 20 NOT PASSING THE HATE CRIMES LEGISLATION 30 WHEREAS: The first amendment of the United States stresses freedom of 40 speech, including the right to practice any lifestyle they so choose; 50 and, 60 WHEREAS: The Supreme Court has already ruled that increased punishment for 70 people who commit targeted crimes based on race is constitutional; 80 and, 90 WHEREAS: Homosexuals are known to be targeted for crimes because of their 100 sexuality; and, 110 WHEREAS: The United States Constitution stresses minority rights; and, 120 WHEREAS: It is the duty of the United States congress to create laws. 130 THEREFORE BE IT RESOLVED: That the Maryland Student Legislature 140 condemns every member of the United States Congress who does 150 not openly support passing this legislation. 160 MANDATES: President Bill Clinton 170 Vice President Al Gore 180 Senator Barbara Mikulski 190 Senator Paul Sarbanes 200 Senate Majority Leader Trent Lott 210 Representative Barney Frank 220 House Speaker J.
