10	 	A RESOLUTION CONCERNING THE HIGH PROBABILITY OF 
20			UNEDUCATED FELONS TO RECIDIVATE

30    WHEREAS: 	Various recidivism studies have shown that the less education one 
40  		has, whether outside or even within the prisons, the more likely
50   		that person is to recommit their crimes; and,

60    WHEREAS:  The same study found that most of the rehabilitation and education
70 		programs within federal prisons have been viewed as inadequate 
80 		and useless and have not caused a decrease in most recidivism
90 		rates; and,

100  WHEREAS:   This same study also has found that those felons released on parole
110		are actually more likely to recidivate, than those out on ãtime 
120 		served.ä

130  THEREFORE IT BE RESOLVED:  That the rehabilitation and education systems 
140 		within the federal prisons are re-evaluated, including but, not 
150		limited to increased funding to provide felons with preparation,
160 		ability, and desire to have a more formidable role in society upon
170		their return to it; and,

180   BE IT FURTHER RESOLVED:  That mandatory literacy and
190 		competency tests are issued to those felons up for parole in which
200  		must be passed for release.
