10			        RESOLUTION CONCERNING
20 				     THE Y2K BUG

30 WHEREAS:  The year 2000 is less than a year an half away; and,

40 WHEREAS:  Computers (the software and hardware) were originally
50           programmed for a two-digit date format, such as '98' for 1998;
60           and,

70 WHEREAS:  Computers still exist with code that uses a two-digit date format;
80           and, 

90 WHEREAS:  Because of two-digit date code still existing in computers today, 
100          in the year 2000 the computers that still have this old code will  
110          think it is 1900; and,

120 WHEREAS:  Even computers that donāt have this old code in them, if they are
130           connected to machines or servers that still contain this old code 
140  	      the transactions on these machines could be affected; and,

140 WHEREAS:  Computers still containing this code will affect the government
150           services that the taxpayers of the United States pay for; and,

160 WHEREAS:  The 105th Congress did not authorize enough money to fix these
170           computers; and,

180 WHEREAS:  The 105th Congress could have also passed a piece of legislation 
190           regarding the Presidentās Council on the Year 2000 Conversion but  
200           the Senate failed to pass it after the House passed the measure.

210 THEREFORE BE IT RESOLVED:  That the Maryland Student Legislature
220      condemns the 105th Congress for the failure to fully act in such
an
230      important matter as the year 2000 problem.

240 BE IT FURTHER RESOLVED:  That the Maryland Student
250      Legislature urges the 106th Congress to pass early in the 1999 
260      session the  remainder of the money needed to fix the federal
270      'Y2K'  problem.

280 BE IT FURTHER RESOLVED:  That the Maryland Student 
280      Legislature urges the 106th Congress to pass legislation early 
290      in the 1999 Session to authorize the chairman of the presidentās 
300      Council on the Year 2000 Conversion to take control of the 
310      computer systems of critical agencies if they are not likely to meet 
320      the January 1, 2000 deadline.
