10 A Resolution Concerning 20 The Sentencing of Tyrone Gilliam 30 WHEREAS: The death penalty is the most serious punishment possible under 40 Federal and Maryland State laws, and should be meted out evenly 50 in only the most extreme cases; and, 60 WHEREAS: Tyrone Gilliam was taken from the hospital to be 70 questioned by police before he could receive medical care, and 80 drifted in and out of consciousness during questioning, during 90 which he confessed his guilt; and, 100 WHEREAS: Tyrone Gilliam did not receive proper council during questioning 110 as was his legal right; and, 120 WHEREAS: A Federal court ruled that Tyrone Gilliam received incompetent 130 council but reversed itself at the state's pleading; and, 140 WHEREAS: Tyrone Gilliam did not have a jury trial as was his legal right; and, 150 WHEREAS: Tyrone Gilliam's lawyer was not present while the prosecution 160 psychiatrist questioned him; and, 170 WHEREAS: Tyrone Gilliam's two accomplices were both found guilty, neither 180 of whom received a death sentence; and, 190 WHEREAS: Tyrone has reformed during his time in prison, and is now a devout 200 member of the Islamic faith. 210 THEREFORE BE IT RESOLVED: That the Maryland Student Legislature strongly urges 220 Governor Parris Glendening to commute the sentence of Tyrone 230 Gilliam from execution to life imprisonment. 240 Mandates: President Bill Clinton 250 Vice President Al Gore 260 Governor Parris Glendening Sponsor: Kiera Downes-Vogel 1021 Dulaney Valley Rd Baltimore, MD 21204 kdownes@goucher.edu
