10 A RESOLUTION CONCERNING 20 CONGRESSIONAL TERM LIMITS 30 WHEREAS: In the American representative democracy Congress is expected to make decisions 40 based off of the views of their constituents; and, 50 WHEREAS: In reality, Congress is manipulated by Political Action Committees and 60 lobbyists; and, 70 WHEREAS: The current term limit system makes Congress susceptible to being influenced by 80 such group; and, 90 WHEREAS: The growing desire for a participatory democracy from the American public, as well 100 as low voter turnout, has denoted a general public disapproval of Congressional 110 procedures; and, 120 WHEREAS: "Careerism" in Congress does not allow for fresh politicians, also known as 130 "new blood" to enter the system. 140 THEREFORE BE IT RESOLVED: That the Maryland Student Legislature approves of 150 an amendment to the Constitution of the United States that states: 160 (1) no individual may serve in the Senate for more than two terms; and 170 (2) no individual may serve in the House of Representatives for more than six 180 terms. 190 MANDATES: Speaker of the House Newt Gingrich 200 Senate Majority Leader Trent Lott 210 Senate Minority Leader Thomas Daschle Sponsor: Corey L.
