10     	AN ACT concerning

20 	Direct Election of Anne Arundel County School Board

30 	FOR the purpose of allowing the direct election of members of the Anne Arundel 
40 	County School Board.

100 	SECTION 1: BE IT ENACTED BY THE MARYLAND STUDENT 
110 	LEGISLATURE That the Laws of Maryland read as follows:

120 	Article 3- Education

130 	¤ 110

140	(a)	Membership.- The Anne Arundel County Board consists of 8 members 
150 		who shall be appointed ELECTED EVERY 4 YEARS as follows: 

160 		(1) 3 from the County at Large; 1 FROM EACH COUNTY
170 		COUNCILMANIC DISTRICT AND; 

180 		(2) 1 each from Legislative Districts 31, 32, and 33;

190 		(3) 1 from Legislative District 27B(Anne Arundel County Election 
200 		District 7; Precincts 1, 2, and 9) or District 30; and

210 		(4)(2) 1 student member.

220	(b) 	Student member; vacancies. -
		
230 		(1) The student member shall:

240 			(i) Be a regularly enrolled senior year student of good character 
250			and in good standing in an Anne Arundel County public high 
260			school;

270			(ii) Be selected in the student's junior year by a method selected by
280 			the Chesapeake Regional Association of Student Councils of Anne 
290 			Anne Arundel County:

300 			(iii) 	1. Serve a term of 1 year; and
310				2. Continue to serve after graduation and until a successor 
320				is appointed and qualifies.

330		(2) If a vacancy in the position of the student member occurs during the 
340		term of the student member, the Chesapeake Regional Association of
350 		Student Councils shall: 

360 			(i) Conduct a special election at its next general meeting; and

370 			(ii) By utilizing the same method that it used to select the previous
380			student member of the Board, select another student member to fill 
390			the vacancy.

400	(c)	Replacement of member.- A Board member who does not maintain the 
410 		residency qualification shall be replaced as a member.

420	(d) (c)	Change in boundary line of legislative COUNCILMANIC district. - If the 
430 		boundary line of a legislative COUNCILMANIC district changes, an 
440 		incumbent member of the County Board who, because of the change, no 
450		longer resides in the legislative COUNCILMANIC district from which the 
460		member was appointed ELECTED may complete the term.
