About MSL

Students from universities and colleges across Maryland join together to write, research and debate issues of local, state, and national importance.

The Maryland Student Legislature (MSL) is an 501(c)3 non-profit corporation.

MSL is organized into delegations at colleges and universities across Maryland. Delegations currently exist as far west as Frostburg State University, as far east as Salisbury University, as far north as McDaniel College, and as far south as the University of Maryland, College Park.

To learn how to participate in the organization the MSL offers the Leadership Training Institute (LTI) held each semester by a host delegation at their college or university. At LTI, training sessions are held on parliamentary procedure, how to research and draft legislation, as well as informational sessions on the organizational structure of leadership in MSL. The event is closed with mock debates on several pieces of legislation to allow students to test their newly learned debate skills.

The LTI prepares members for participation in the Legislative Sessions held throughout the year. Interim Assemblies are held once each semester, during which students simulate the legislative process by examining legislation in committees, reporting them to the full assembly, and then debate and vote on that legislation.

The year culminates with the Annual Session in the Spring at the State House in Annapolis. During Annual Session, members experience the legislative process in the most conducive environment possible, the actual House of Delegates and State Senate chambers.

In addition to the preperatory and legislative sessions, the Maryland Student Legislature holds an annual Legislative Reception in Annapolis in order to familiarize members of the General Assembly with the organization, and provide an opportunity for students to raise their concerns and express their opinions directly to their state legislators.

The Maryland Student Legislature also strives to attract elected officials from every level of government to address its members in order to gain insight into the legislative process, politics, law, and a whole host of other topics.
